 (06:17)二つの重要な文書・予想が公開され、加えて一人の中央銀行家の記者会見での発言が世界的に注目された朝でした。FRBのHPにFOMC声明FRB文書としての「経済見通しの改訂」があり、バーナンキの記者会見は約1時間続いた後、日本時間の午前4時半過ぎには終わった。

 一番注目されたバーナンキの記者会見での肝は、今の月間850億ドルの債券購入プログラムの縮小開始時期とその完了期限が沢山の「if」付きながら明示されたことと、「それと金利(FF)の引き上げは別だ。それは随分先だよ」と彼が強調したことだと思う。私には彼がこう述べたように思えた。

  • 失業率の低下などが続けば、年内(later this year)に月間850億ドルの債券購入計画の縮小を始める(the central bank could begin pulling back its $85 billion-per-month bond-buying program later this year)
  • 経済情勢が引き続き良ければ、失業率が7%に接近するイメージの中で、来年の半ばには債券購入プログラムを終了する(the program of bond buying could be completed by the middle of next year as the jobless rate reaches a projected 7%.)
  • しかし債券購入プログラムを終了しても、買った債券はFRBとして売却はせずに保持し続けるので金融市場には依然として緩和効果があるし、FF金利を上げるのはずっと先だ

 という点です。つまり債券購入プログラムの完了は「引き締め」ではないし、一般に「引き締め」で想起される金利の上昇などはまだ見通せる状況にもない、と。

 バーナンキが発言し終えたときのCNBCのアンカーが、「よくわかった。今までよりよく理解できた」と述べたことが象徴しているように、筆者には「FRBの考え方、そのある程度の妥当性」は記者会見を見ていて伝わってきた。しかしバーナンキ発言を受けたニューヨークのマーケットではニューヨーク・ダウが引けで206ドル以上下げて、債券も売られた。

 おそらくその一つの理由は、「月曜日、火曜日に各100ドル以上上げていて、イベント通過で利食いの動きが広がった」ということだと思う。その意味では、過去二日で250ドル以上上がっていたのだから、バーナンキ発言後の売りの広がりは割り引いて考える必要がある。

 バーナンキはまた「the Fed might decide to shift from this plan if the economy doesn't measure up to the Fed's expectations」とも述べている。つまり「あらかじめ何かを決めると言うことはしない。柔軟にやるんだ」と言っている。当然です。決め打ちしすぎるマーケットの反応は冷たかったが、バーナンキは良い仕事をしたと思う。

 ただし記者会見で記者の質問も出ていたが、私には一つの疑問がある。インフレ見通しと、それへの対処に関して。それは「3月の分を改訂した新しいFRBの経済見通し」に示されている。景気見通しに強気なのは分かるとして、インフレ見通しが非常の低いのです。特に今年の見通しは3月時点に比べて非常に低い。これをどう考えるか。

 FOMC声明を見るとインフレに関して、「Partly reflecting transitory influences, inflation has been running below the Committee's longer-run objective, but longer-term inflation expectations have remained stable」と述べている。確かに2014年と2015年のインフレ見通しは3月時点とはあまり変わっていない。しかしそれでも下げ気味です。

 記者会見の中でバーナンキは「transitory influences」をいくつか「医療関係とか」と挙げていた。しかし筆者は世界的なディスインフレはもっと基調的なものだと考えていて、このバーナンキの「transitory説」に賛成できない。この点を確か2人くらいの記者が聞いていた。だって世界的に商品価格は低迷し、原油も100ドルを上回れない。

 この世界的な商品価格の低下は、バーナンキがもう一つ理由として挙げたところの「中国やインド、それに当然ながら欧州の景気の悪さ」以上の理由がある、というのが私の考え方です。それは今まで商業生産対象にならなかったオイルシェールの生産開始や、生産現場への3Dプリンターの導入事例の増加など、今の世界的な物価低下(商品相場の低迷を含め)の背景には「技術革新がある」というものです。だから私は「transitory」ではないと考えている。

 多分マーケットが一番「何か変だ」と考えたのはこの点ではないのか。FRBが景気に強気で債券購入プログラムを来年半ばには終了する可能性を指摘した。しかしインフレ率を見ればとても景気が良いとは言えない。だとしたら、「バーナンキとFOMCの強気は何なのか?」ということだ。それは何か不安になることでもある。

 興味深いのは声明の最後を見ると、今のFOMCの政策に反対している人が二人になったという点だ。一人は4月のFOMCでも反対したEsther L. Georgeで、彼の考え方は変わらず「the continued high level of monetary accommodation increased the risks of future economic and financial imbalances and, over time, could cause an increase in long-term inflation expectations」というもの。

 今回のFOMCで新たに反対に回ったのはJames Bullardで、彼の反対理由は「the Committee should signal more strongly its willingness to defend its inflation goal in light of recent low inflation readings」というもの。つまり低インフレにもっと注意を払うべきだ、という意見。「私個人としての今後の計画については、何も申し上げることはない」と再任云々の質問をかわしたバーナンキだが、FOMCの内部は難しい景気状況を反映して割れてきている。

 それにしても、「later this year」の訳し方はなかなか難しい。イメージとしては年末に近いと思うが、可能性としては今年の残る期間全部が含まれる。ニューヨークのダウが206ドルも下げたもう一つの原因は、「later this year」のイメージを掴みきれなかった事かも知れない。

 もう一度言うと、低インフレである現実を「transitory」であると言い切ってしまわずにもっと考えれば、「債券購入縮小はもっと先になる」とも言えたと思う。そうすればマーケットの反応は違った。

 一方で、FRBの強気の景気見通しにもっとも素直に反応したのがドルです。ドルは対ユーロを含む数多くの通貨に対して一時かなり上げた。ドル・円について言えば、バーナンキが記者会見している間には97円台が一瞬あったように思う。昨日の東京の夕刻には95円前後で94円台もあったことを考えれば、かなりのドル高だ。

 しかしその後ニューヨークのダウの急落を受けて、ドル高は少し収まった。その後は前半もある96円台での推移。それでも昨日の東京に比べればドル高・円安。そして一方でのニューヨーク株安。今日の東京はなかなか面白いのでは....。

 どの中銀もそうだが、"出口"を探るときはマーケットを不安定にさせる。多分メルケルが日銀に対して、「出口はどうするの」と言ったのは、この「出口戦略の難しさはFRBだけではなく、日銀にも当てはまるのですよ」ということを言いたかったのだろう。無論、日銀の出口戦略は相当先ですが。

 CNBCは「アメリカの株はこれで7日連続100ドル以上動いた」とか言っていたような。ははは、依然として気迷いが強いが、これは言ってみればマーケットの常です。株が売られ債券が売られて、「cash is king」と聞こえてきそうですが、キャッシュでとどまっていられる資金は世の中にはそれほど多くはない。ではどこに....?

For immediate release

Information received since the Federal Open Market Committee met in May suggests that economic activity has been expanding at a moderate pace. Labor market conditions have shown further improvement in recent months, on balance, but the unemployment rate remains elevated. Household spending and business fixed investment advanced, and the housing sector has strengthened further, but fiscal policy is restraining economic growth. Partly reflecting transitory influences, inflation has been running below the Committee's longer-run objective, but longer-term inflation expectations have remained stable.

Consistent with its statutory mandate, the Committee seeks to foster maximum employment and price stability. The Committee expects that, with appropriate policy accommodation, economic growth will proceed at a moderate pace and the unemployment rate will gradually decline toward levels the Committee judges consistent with its dual mandate. The Committee sees the downside risks to the outlook for the economy and the labor market as having diminished since the fall. The Committee also anticipates that inflation over the medium term likely will run at or below its 2 percent objective.

To support a stronger economic recovery and to help ensure that inflation, over time, is at the rate most consistent with its dual mandate, the Committee decided to continue purchasing additional agency mortgage-backed securities at a pace of $40 billion per month and longer-term Treasury securities at a pace of $45 billion per month. The Committee is maintaining its existing policy of reinvesting principal payments from its holdings of agency debt and agency mortgage-backed securities in agency mortgage-backed securities and of rolling over maturing Treasury securities at auction. Taken together, these actions should maintain downward pressure on longer-term interest rates, support mortgage markets, and help to make broader financial conditions more accommodative.

The Committee will closely monitor incoming information on economic and financial developments in coming months. The Committee will continue its purchases of Treasury and agency mortgage-backed securities, and employ its other policy tools as appropriate, until the outlook for the labor market has improved substantially in a context of price stability. The Committee is prepared to increase or reduce the pace of its purchases to maintain appropriate policy accommodation as the outlook for the labor market or inflation changes. In determining the size, pace, and composition of its asset purchases, the Committee will continue to take appropriate account of the likely efficacy and costs of such purchases as well as the extent of progress toward its economic objectives.

To support continued progress toward maximum employment and price stability, the Committee expects that a highly accommodative stance of monetary policy will remain appropriate for a considerable time after the asset purchase program ends and the economic recovery strengthens. In particular, the Committee decided to keep the target range for the federal funds rate at 0 to 1/4 percent and currently anticipates that this exceptionally low range for the federal funds rate will be appropriate at least as long as the unemployment rate remains above 6-1/2 percent, inflation between one and two years ahead is projected to be no more than a half percentage point above the Committee's 2 percent longer-run goal, and longer-term inflation expectations continue to be well anchored. In determining how long to maintain a highly accommodative stance of monetary policy, the Committee will also consider other information, including additional measures of labor market conditions, indicators of inflation pressures and inflation expectations, and readings on financial developments. When the Committee decides to begin to remove policy accommodation, it will take a balanced approach consistent with its longer-run goals of maximum employment and inflation of 2 percent.

Voting for the FOMC monetary policy action were: Ben S. Bernanke, Chairman; William C. Dudley, Vice Chairman; Elizabeth A. Duke; Charles L. Evans; Jerome H. Powell; Sarah Bloom Raskin; Eric S. Rosengren; Jeremy C. Stein; Daniel K. Tarullo; and Janet L. Yellen. Voting against the action was James Bullard, who believed that the Committee should signal more strongly its willingness to defend its inflation goal in light of recent low inflation readings, and Esther L. George, who was concerned that the continued high level of monetary accommodation increased the risks of future economic and financial imbalances and, over time, could cause an increase in long-term inflation expectations.
