利上げに一歩接近 FOMC

 (04:05)次の9月のFOMC(確か16、17日)まで一ヶ月半ちょっとありますから、「何が起こるか分からない」というのは確かです。しかし今朝方発表になった7月のFOMC声明を読む限り、「FRBは利上げに近づいた」と考えるのが自然です。

 最大の理由は、「FOMCが労働市場の改善に地震、おっと"自信"を深めている」ということです。FOMCは前回6月のFOMC声明の第一パラで、労働市場に関して次のように述べていた。

 「The pace of job gains picked up while the unemployment rate remained steady. On balance, a range of labor market indicators suggests that underutilization of labor resources diminished somewhat.」

 FOMCはこの文章を第一パラの二番目の文章としていた。それは当時は「労働市場が改善している」というのが彼等にとって特筆したいニュース的存在だったからでしょう。しかし迷いも見える。「underutilization of labor resources diminished somewhat.」(労働資源の未活用割合はsomewhat減少した」と曖昧さを残していた。私の理解では somewhat とは曖昧さの表象です。しかし今回は違った。こう述べている。

 「The labor market continued to improve, with solid job gains and declining unemployment. On balance, a range of labor market indicators suggests that underutilization of labor resources has diminished since early this year.」

 「solid」という単語が使われ、「somewhat」が消えていることが重要ですし、前回は「steady」という単語を使っていた失業率が「declining」と表現されている。かつこの文章は今回のFOMC声明では第一パラの三番目の文章として登場する。

 これは前に出した文章を強調したかったからで、「労働市場の改善」は「所与 の事実」になったということです。強調したかったのは「the housing sector has shown additional improvement」という事実です。前回はこれが「the housing sector has shown some improvement」だった。ここでも「some」が使 われている。つまり今月のFOMC声明の特徴は「曖昧さを意味する someやsome~ が少なくとも 景況を示す第一パラからは消えた」ということです。これは重要です。

 ではもう一方のFRBの政策目標であるインフレについての表現はどうか。少な くとも第一パラのインフレに関する文章は、ざっと読んだところ6月と変化な い。第二パラの後半にあるインフレに関する文章も変わったようには思えない。

 つまり、FOMCの判断では、「雇用情勢は良くなっている。しかしインフレ率が低い問題は残っている」ということでしょう。これはFRBが置かれている状況としては全体的には「利上げに一歩前進」と取れる。無論今のままでは、低インフレ率が「利上げの決断を鈍らせている」状況。

 ということは、今後のFRBの政策を考えるときには、雇用が予想外に悪化しないという前提で見ると、インフレへの目標(2%)への前進次第、ということだ。ここで重要なのは、声明が 「progress--both realized and expected--toward its objectives of maximum employment and 2 percent inflation.」(最大限雇用と2%のインフレという目標への前進を、実現ベースと予測ベースの両方で見る)としている点。つまり「予想」でも判断すると言うことだ。

 「インフレが2%に向かって歩み始めたと expect 出来る」段階で、こ れまでの超緩和状態からの「初の政策金利の引き上げ」に踏み切る、と理解できる。その可能性が9月か、それとも12月かというのが今の論争だが、FRBの気持ちは「インフレ環境さえ許せば9月に」になっているのではないか。私はそう考える。

 ドルはそのような見方に賛同して一時124円台を付けた。しかし125の暗黙 の天井が接近するとドルの上値追いは勢いを失う。そういう展開。 ま、読んで いて面白い声明だった。ニューヨークの株は高い。ダウで120ドル高。

 マーケット的理解としては、「利上げをFOMCは明言しなかった」ということでしょうが、高値からの反落の中で0.25%程度の当初利上げは織り込んだ可能性もある。

For immediate release

Information received since the Federal Open Market Committee met in June indicates that economic activity has been expanding moderately in recent months. Growth in household spending has been moderate and the housing sector has shown additional improvement; however, business fixed investment and net exports stayed soft. The labor market continued to improve, with solid job gains and declining unemployment. On balance, a range of labor market indicators suggests that underutilization of labor resources has diminished since early this year. Inflation continued to run below the Committee's longer-run objective, partly reflecting earlier declines in energy prices and decreasing prices of non-energy imports. Market-based measures of inflation compensation remain low; survey based measures of longer-term inflation expectations have remained stable.

Consistent with its statutory mandate, the Committee seeks to foster maximum employment and price stability. The Committee expects that, with appropriate policy accommodation, economic activity will expand at a moderate pace, with labor market indicators continuing to move toward levels the Committee judges consistent with its dual mandate. The Committee continues to see the risks to the outlook for economic activity and the labor market as nearly balanced. Inflation is anticipated to remain near its recent low level in the near term, but the Committee expects inflation to rise gradually toward 2 percent over the medium term as the labor market improves further and the transitory effects of earlier declines in energy and import prices dissipate. The Committee continues to monitor inflation developments closely.

To support continued progress toward maximum employment and price stability, the Committee today reaffirmed its view that the current 0 to 1/4 percent target range for the federal funds rate remains appropriate. In determining how long to maintain this target range, the Committee will assess progress--both realized and expected--toward its objectives of maximum employment and 2 percent inflation. This assessment will take into account a wide range of information, including measures of labor market conditions, indicators of inflation pressures and inflation expectations, and readings on financial and international developments. The Committee anticipates that it will be appropriate to raise the target range for the federal funds rate when it has seen some further improvement in the labor market and is reasonably confident that inflation will move back to its 2 percent objective over the medium term.

The Committee is maintaining its existing policy of reinvesting principal payments from its holdings of agency debt and agency mortgage-backed securities in agency mortgage-backed securities and of rolling over maturing Treasury securities at auction. This policy, by keeping the Committee's holdings of longer-term securities at sizable levels, should help maintain accommodative financial conditions.

When the Committee decides to begin to remove policy accommodation, it will take a balanced approach consistent with its longer-run goals of maximum employment and inflation of 2 percent. The Committee currently anticipates that, even after employment and inflation are near mandate-consistent levels, economic conditions may, for some time, warrant keeping the target federal funds rate below levels the Committee views as normal in the longer run.
