 (04:15)FOMCが下した結論は、「FF金利の誘導目標も、公定歩合も0.5%の引き下げ」というものであり、かつ今後についても「必要ならさらに行動する」と新たな利下げの可能性を示唆するものとなりました。

 市場の大部分の見方が「FF金利の0.25%の引き下げ」に固まる中で、筆者は月曜日に書いた文章の中でも、「0.5%の引き下げの方が良い」と書き、一般に考えられている以上に大幅な引き下げを予想してきました。その理由は、FOMCの今回の決定以前の米金融政策が明らかに「behind the curve」だったと思われる点です。つまり金融市場で起きている事態からすれば金融政策が遅れている。

 これによって生じている事態というのは、FOMC声明の中にも示されている。「the tightening of credit conditions has the potential to intensify the housing correction and to restrain economic growth more generally」の部分であり、「クレジット市場の収縮が住宅市場の調整をより厳しいものにし、アメリカの経済全体の成長を制約してしまう危険性がある」ということです。

 つまりFOMCは「0.5%という短期金利の誘導目標引き下げをしなかったら生じるかもしれないアメリカ経済全般への(住宅不況が及ぼす)悪影響をある程度未然に防ぐ意図」を明確にした。日本の例を見るまでもなく、「住宅」に関わる信用状況は、一端悪くなり始めると加速度的に悪くなる。それを「未然に防ぐ(foreatall)」には、0.25%の引き下げによる「meet the curve」(現状一致)ではなく、やや「beyond the curve」(先取り的な)の0.5%の利下げが必要だったと言うことです。これは考え方としては極めて全うな考え方です。

 しかし問題はある。「では0.5%下げたら、住宅市場の冷え込みがアメリカ経済全体に与える悪影響(adverse effects)を一部にしろ未然に防げるのか」という問題です。多分この問題については結論が出せない。しかし、「1.0%一挙にFF金利を引き下げる」という選択肢については「あまりにもアメリカ経済に対する危機感の醸成につながってしまう」という判断が下せ、「あり得ない」選択肢であったことを考えれば、(0.5%の利下げは)考え得る最高の選択肢になるだろう、というのが私の考え方でした。

 その点に関するFOMCの不安は、声明文の中に良く表れている。「未然に防ぐ(foreatall)」と良いながら、対照は「some of the adverse effects on the broader economy that might otherwise arise from the disruptions in financial markets 」と「some」であり、素直に前回FOMC以降の金融市場の状況を「have increased the uncertainty surrounding the economic outlook」という形で、「アメリカの経済見通しについては、不安感が高まった」と認めている。つまり、かなり大きな不安感を残しながらの0.5%というやや思い切った利下げをしたということです。

 意図としては「to promote moderate growth over time」(やや長期的には穏やかな経済成長を図る)ことを目的にしながら、インフレ状況を注意深く監視しながらも、「will act as needed to foster price stability and sustainable economic growth」(物価動向と経済成長の維持を両睨みにしながら、必要なら行動する)と述べている。「今言える全てのことは言ってみた」という声明です。「行動」にはむろん新たな利下げが含まれるが、「some inflation risks remain」と明確に述べた以上、「利上げも含まれる」と考えるのが自然である。「両睨み」ということはそのことを指す。

 いずれにせよ、FOMCが利下げをするのは2003年6月25日以来です。このときは1.25%から1.00%への引き下げだった。その後FOMCはFOMCは2004年の6月から17回のFOMC連続して0.25%の利上げをしてきており、2006年の6月に昨日までの5.25%に定着させた。つまり、4年3ヶ月ぶりの利下げとなる。声明の全文は以下の通り。

For immediate release

The Federal Open Market Committee decided todayto lower its target for the federal funds rate 50 basis points to 4-3/4 percent.

Economic growth was moderate during the first half of the year, but the tightening of credit conditions has the potential to intensify the housing correction and to restrain economic growth more generally. Today’s action is intended to help forestall some of the adverse effects on the broader economy that might otherwise arise from the disruptions in financial markets and to promote moderate growth over time.

Readings on core inflation have improved modestly this year. However, the Committee judges that some inflation risks remain, and it will continue to monitor inflation developments carefully.

Developments in financial markets since the Committee’s last regular meeting have increased the uncertainty surrounding the economic outlook. The Committee will continue to assess the effects of these and other developments on economic prospects and will act as needed to foster price stability and sustainable economic growth.

Voting for the FOMC monetary policy action were: Ben S. Bernanke, Chairman; Timothy F. Geithner, Vice Chairman; Charles L. Evans; Thomas M. Hoenig; Donald L. Kohn; Randall S. Kroszner; Frederic S. Mishkin; William Poole; Eric Rosengren; and Kevin M. Warsh.

In a related action, the Board of Governorsunanimously approved a 50-basis-point decrease in the discount rate to 5-1/4 percent. In taking this action, the Board approved the requests submitted by the Boards of Directors of the Federal Reserve Banks of Boston, New York, Cleveland, St. Louis, Minneapolis, Kansas City, and San Francisco.

 「全員一致の0.5%利下げ」というところが肝心だ。多分、0.25%の下げを最初主張したメンバーも居たに違いない。しかし危機の時は当局は「一致した強いメッセージを市場に出す」ことが必要だ。

 この強いメッセージは、市場にも伝わった。引けがどうなるか知らないが、「0.25%の下げ」でコンセンサスを形成していた株式市場では、ダウがこの文章を書いている時点(日本時間の午前4時過ぎ)でダウで262ドル、1.96%、Nasdaqで55.28、2.15%、SP500で34.16、2.31%上がっている。ニューヨークの株価本位制の外国為替市場では、FF金利の大幅引き下げにもかかわらず、円が全般的に売られてドル・円は115円の後半にあり、対他通貨でも円は全般に安い。バブル繋ぎ.....?

 ただしこの傾向が当面続くかというと、それは市場の受け止め方次第ということだろう。多少金利が下がっても、アメリカの住宅市場が置かれている苦境が解決するわけではない。「0.5%の引き下げを行わなければならないほど深刻なのか」という見方が台頭する余地はある。まだ暫く、不安定な市場が続くと言うことです。「Enjoy the party but dance close to the door !!」
